Refresh rate
How many times per second your screen can redraw an image, regardless of what is actually being shown. A 144Hz monitor can redraw up to 144 times per second, whether it is showing a static desktop or a fast paced game.
Frames per second
How many unique images your CPU and GPU actually produce per second under a given workload. A 144Hz screen running a demanding game might only receive 90 unique frames if the machine cannot keep up, check that directly with the FPS Test.
Not directly. Refresh rate is entirely a property of your monitor, while how responsive your controller feels depends on separate factors, mainly its polling rate and its input latency, both of which happen upstream of your display entirely.
Where the two connect is in what you actually perceive. A fast, low latency controller can report input changes very quickly, but if your display can only redraw 60 times per second, some of that extra responsiveness never becomes visible. Pairing a high polling rate controller with a high refresh rate display is what lets you actually see and feel the full benefit of both, since the display is no longer the bottleneck holding back what a fast controller already produced.

You do not strictly need a high refresh rate for reading, writing, or general browsing, where 30Hz or higher already looks smooth to most people. The real benefits show up in specific situations. In fast paced games, a higher refresh rate reduces motion blur and makes on screen action feel noticeably more immediate, which is why competitive players in shooters and fighting games often treat it as a real performance factor rather than a luxury.
General responsiveness improves too, mouse movement and touch scrolling feel visibly quicker on a 120Hz or higher display compared to 60Hz, which is part of why most modern phones shipped with higher refresh screens even outside gaming. The gains do taper off though, most people find it much harder to tell 240Hz apart from 120Hz than they can tell 120Hz apart from 60Hz.
